 Leicester Buses Partnership delivers the benefits of franchising but with significantly less cost, risk and delay.

It shares ownership and maximises each partner’s strengths.

Since 2022 we’ve been transforming buses with one clear aim.

An integrated network of 30 bus lines to 5 key overall standards.

This will be largely complete in five years by March 2027.

Electric

Electric buses  

  • On 28 main high frequency bus lines. Remaining 2 main bus lines by 2028.

  • On all council supported bus services, including park and ride.

  • 250 electric buses by Mar 2027, charging from 5 operator depots

  • Fully branded in distinctive green and Leicester Buses logos

  • Over £115m investment from government grants and operators

  • Includes ‘next bus’ audio and screen announcements

  • All with hearing loop access, buggy or extra wheelchair space.

Electric bus stops

  • 750 stop totems with real time information displays – all boarding stops

  • 750 totems with text-to-speech facility for those with sight difficulties.

  • Large format electronic information displays at all interchanges.

  • Joint timetabling across operators to maximise frequency

  • Mon-Sat daytime 25 stopping bus lines frequency standard every 15 minutes or less

  • Minimum geographical accessibility standard for all households

  • Hospital Hopper weekend service

  • Park and Ride evening trial

  • Four set timetable change dates per year

  • Evening and Sunday minimum frequency standard of every hour on all bus lines

  • Orbital expanded to every 15 minutes daytime

  • Hospital Hopper expanded to every 15 minutes daytime.

Routes

  • New Hop! free City Centre bus service

  • Park and Rides expanded to all connect to Leicester Royal Infirmary

  • Agreed integrated standard for routes to serve new developments

  • Simplification – removal of duplicate numbering.

Reliable

Bus lane

  • Fixed and mobile camera bus lane enforcement system

  • Continually covers over 65 bus lanes and 12 bus ‘gates’ to bus-only streets

  • Put in 5 new bus lanes and 5 no stopping ‘red’ routes

  • Bus priority covers 20 of the 30 main bus lanes

  • New reliability measures on remaining main bus lines.

Traffic management  

  • Minimum notice period for roadworks on main bus lines.

  • City centre Council public day parking (6+hrs) priced above bus day ticket

  • Traffic light system to automatically prioritise late running buses across network.

Easy

Waiting facilities

  • New St Margarets Bus and Coach Station

  • Improved Haymarket Bus station

  • 500 new bus shelters at all main boarding stops

  • Accessible level boarding at all 1400 stops.

Information and Marketing

  • Printed integrated timetables and mapping at all boarding stops

  • Leicester Buses website with ticket retail and improved real time information

  • Single marketing, promotions and communications plan        

  • Leicester Buses branding across all stops, buses and communications.

Fares     

  • Discounted all-operator day & period Flexi tickets

  • No extra cost for using more than one operator

  • Simplification - only all-operator Flexi tickets now sold

  • Continued discounts for elderly, disabled, unemployed

  • Extra discounts for other targeted groups eg students, families.

Ticketing

  • All-operator Flexi ‘tap-on, tap-off’ day and weekly capping

  • Leicester Buses app to sell complete range of all-operator Flexi tickets.

All standards to be reached by March 2027 unless in italics

One Network standard is important because it gives:

  • passengers what they want

  • the most efficient use of resources

  • a clear set of network standards for everyone

  • increased frequency on roads served by more than one operator

  • improved interchange to access many work, education or hospital sites.

Investment  is now secured for our new £75m plan up to 2030 to maintain our high network standards and further improve reliability.

Target is to achieve a 10% increase in bus use by 2030.

Funding is still required to reach these standards

  • Evening and Sunday frequencies to every hour on all main bus lines

  • Daytime frequency for Orbital and Hospital Hopper to every 15 minutes

  • Further discounted fares for students and families

Local Control is needed to strengthen and maintain our partnership, so we are currently seeking further specific local powers and funding from central government.
